The Libertarians conceptualise society as a 'market society' in which each individual participates freely for securing his interest. Individuals practise private activity, market exchange and voluntary contracts, and form associations for realizing their values and preferences as well as for securing their beliefs and benefits.
However, in the process, they also realize that some essential goods and services can be secured only through public or collective activity. They also need a legal framework and certain common and shared values. This need necessitates the making and implementation of needed and desired authoritative decisions/values by the state. State enjoys monopoly over the use of force and it becomes the basis for securing public needs, interests, values and services. The state acts as a large enterprise for securing the public needs and values of the people (citizens of the state).

18. Class Struggle. Marxian concept of class struggle holds that in each society and at all times, there have been two economic classes --the Haves (the owners of means of Production) and the Have nots (the workers). The former owns the means of production and uses its advantageous position for exploiting the latter.
The class of Havenots is dependent upon the former for selling its labour and that is for earning its livelihood. The Haves exploit the Have-nots, and the Have-nots always try to end their exploitation at the hands of the Haves.
The Haves always try to maintain and even strengthen their control over the Have-nots, a move which the Have-nots always resist. In the process there develops and always remains a class struggle between these two economic classes. "The history of hitherto existing classes has been a history of class struggle." The social evolution takes place in the form of this class struggle which ultimately leads to a revolution of the Have-nots against the Haves. Politics in a society is always a reflection of the class struggle. It is the process by which the Haves try to maintain their advantageous position by the use of power of the state over the Have-nots.
